In order to boost local manufacturing and counter the export deficit, the Government of India has launched various schemes to promote exports. One of the well-known schemes among them is the Advance Authorization Scheme. In this write-up, we will address certain specific questions related to the Advance Authorization Scheme.

1. What is advance authorisation scheme?

Advance Authorization (AA) is issued to allow duty free imports of inputs , which are physically incorporated in the export prodcut ,allowing normal allowance for wastage .in addition, fuel ,oil and catalyst that is consumed /utilized in the process of production of the export product ,is also allowed duty free. Advance authorization are issued based on SION norms Fixed by the Directorate General of Foreign Trade and also on the basis of adhoc/self-declared norms subject to approval by the norms committees/self –ratification Scheme of FTP

2. What is SION under Advance authorisation?

The SION stand for standard input and output norms that determines proportion of input that is required to be used in the manufacture of finished product that will be exported. However in any case no norms have been notified for any input, Regional authority of a particular jurisdiction may issue Advance authorisation on self –declaration by the applicant.

3. Who are eligible for advance authorisation Scheme? Advance authorisation can be issued either to a:
  • a. Manufacturer exporter or merchant exporter tied to supporting manufacture
  • b. For Pharmaceutical products manufacture through Non-Infringing(NI) process ,shall be issued to manufacturer exporter only
4. What are the export prodcut that will not be eligible for this scheme?
  • a. All items covered under Chapter -1 to 24 and chapter -71 of ITC(HS) Classification
  • b. Biotechnology items and related products and
  • c. SCOMET items
Application process for advance authorisation
  • 1. Online application in Form (ANF-4A) with digital signature to be submitted to jurisdictional Regional authority.
  • 2. Applicant could be either Registered office or Head office/ Branch office /Manufacturing unit
  • 3. Uploading of documents as prescribed in ANF4A,Appendix-4E at the time of online filling of application
  • 4. Regional authority shall verify and issue the advance authorisation after documents verification and execution of LUT/BG.
  • 5. Exporter can apply for amendment in advance authorisation and extension in import /Export period after paying the prescribed fees
